HR, Operations & Government Relations Officer

Reporting to:

General Manager / CEO

Role Purpose

To manage all HR administration, government relations, operations, and compliance matters to ensure the smooth running of the company in Saudi Arabia. The role combines GRO/PRO duties (government portals, visas, licenses, certificates), HR support (recruitment, payroll, employee records), operations (suppliers, logistics, finance coordination), and business support (official correspondence, Etimad, client onboarding).

Key Responsibilities

A. Government Relations & Compliance (GRO/PRO)

  • Renew and amend company licenses and registrations (MISA, MoC CR, Chamber of Commerce, SPL National Address).
  • Manage Qiwa, Muqeem, GOSI, and Mudad portals for registrations, renewals, amendments, and reporting.
  • Process visas, iqamas, sponsorship transfers, exit/re-entry visas, family visas, and final exits.
  • Issue Saudization, GOSI, WPS, SME, and Debt certificates.
  • Ensure compliance with Saudization/Nitaqat requirements and labor law.
  • Maintain up-to-date company records in all government portals.

B. Human Resources (HR)

  • Coordinate recruitment (job postings, CV screening, interview scheduling).
  • Prepare, manage, and update employee contracts in compliance with Saudi labor law and company policies.
  • Register and update employees in Qiwa and GOSI (including job titles, salaries, benefits).
  • Oversee payroll processing, WPS compliance, and issuance of salary certificates.
  • Handle health insurance issuance and renewals with providers.
  • Maintain employee records, leave management, and onboarding/induction programs.
  • Support Saudization by recruiting and placing Saudi nationals in roles as required.

C. Operations & Administration

  • Manage supplier and vendor contracts, renewals, and payments.
  • Oversee office facilities, IT, utilities, and maintenance.
  • Handle company logistics, shipping, and couriers.
  • Support finance with petty cash management, expense reporting, and invoice tracking.
  • Assist in procurement of office supplies and assets.
  • Coordinate CEO and management travel arrangements and scheduling.

D. Business Support & Compliance

  • Draft and translate (Arabic/English) official correspondence, contracts, and reports.
  • Submit and manage tenders through Etimad and other government platforms.
  • Liaise with external consultants (auditors, lawyers, compliance advisors).
  • Prepare compliance reports and presentations for management.
  • Support client onboarding by coordinating government and compliance documentation requirements.

Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field.
  • 3–5 years of experience in HR/GRO/Operations roles in Saudi Arabia.
  • Strong knowledge of Saudi labor law and key portals (Qiwa, Muqeem, GOSI, Mudad).
  • Fluent in Arabic and English, written and spoken.
  • Strong organizational and multitasking skills.
  • Ability to work independently and maintain confidentiality with sensitive information.

Compensation & Benefits

  • Monthly salary: SAR 10,000 – 15,000 (depending on experience).
